I'm sort of doing this off memory so you should probably double check my memory but the air pressure is less up on the mountain than it is at sea level but it will be maintained in the bottle. The pressure on the outside of the bottle will increase and it slowly implode.
The Scube diver should breath out as he ascends, that way the pressure in his lungs will slowly fall along with the outside pressure keeping a consistant ratio.
