The lungs just have to comfortable underwater so that it wouldn't require much air. Also, the ways on proper breathing enters the picture. Usually, when the person is not adept with the proper ways of breathing, the lungs have the tendency of grasping for much air, thus, using up the air in the tank. However, when the two strategies don't seem to help, moving at minimum amount would also reduce the need for air.
